GWAPP Newsletter: 2004, volume 1

Dear GWAPP Members, friends and neighbors,

As our activities grow each day, we wanted you to know what we have been doing to help promote the positive transformation of our waterfront and to assist our community in general. Therefore, we have decided to start a monthly eNewsletter to keep you up-to-date on all our latest activities. We hope that you will find the information useful to track what is happening on matters important to our community.

GENERAL NEWS:

HURON STREET END PARK
GWAPP has received a $45,000 grant from the J.M. Kaplan Fund toward the design of a new street end park at the end of Huron Street. GWAPP will use this money to hire professional consultants to work with the community to design this park and prepare drawings for construction. GWAPP has also applied to the New York Department of State for their upcoming Local Waterfront Revitalization Grant for funds toward the construction. GWAPP is also applying to several other sources for construction funding. You all know it is long past time for Greenpoint to have real access to our East River Waterfront. We hope this becomes our first COMPLETED waterfront park!

REZONING CONTINUES:
GWAPP continues to be HEAVILY involved with the community’s efforts to make significant changes to the rezoning proposed by the City, (just look at the number of meetings below!). Working with the Community Board 1 Rezoning Task Force and the North Brooklyn Alliance, 8 out of the 10 GWAPP board members are meeting on this on nearly a weekly basis. Right now, (August of 2004), the City is supposed to “certify” the plan at the end of August. Once “certified”, a 7 month clock starts during which the Community Board, the Brooklyn Borough President, the City Planning Commission and the New York City Council must review and vote on the plan.

OPEN SPACE UPDATE:
The GWAPP/TPL (Trust for Public Land) Parks and Open Space Initiative is complete! The final document, (a 4-color flyer that folds out to a 2 foot by 3 foot poster, along with an 80 page technical report), is going to the printers! This is going to be a VITAL document in our future efforts to gain more parks and open space in our community.

THE FIGHT AGAINST THE PROPOSED 1,100MW POWER PLANT ON NORTH 12TH STREET CONTINUES:
The Greenpoint/Williamsburg Waterfront Task Force, of which GWAPP is a founding member, continues the fight the power plant proposed by TransGas Energy Systems (TGE). As of this writing (8/16/04), the Public Service Commission is scheduled to meet on August 25th 2004 to either vote to approve or disapprove the permit for the powerplant, or to vote to re-open the case to allow further hearings on the developers proposal to build the powerplant “underground” on the same North 12th Street site.

GWAPP ON TV
BCAT aired an interview with GWAPP co-chairs Joe Vance and Christine Holowacz in June. The segment was part of a “Get to know Greenpoint/Williamsburg” series.

MEETINGS

7/29/04 CB1 WATERFRONT AND PARKS COMMITTEES MEETING
Several members of the GWAPP board attended a joint meeting of the CB1 Waterfront and Parks Committees to hear presentations by the Economic Development Corporation and the Department of Parks and Recreation concerning the creation of a new public park on the former WNYC Transmitter site at the end of Greenpoint Avenue. Also discussed at the meeting was the idea of docking a floating pool, (a city pool constructed on a floating barge), on our waterfront between Kent and Java Streets, or at the park between Greenpoint Avenue and Kent Streets.

7/28/04 CB1 REZONING TASK FORCE MEETING
GWAPP board members and several GWAPP organizations are working on the Rezoning Task Force to push for changes to the City’s plan to benefit our community.

7/28/04 NORTH BROOKLYN ALLIANCE MEETING AT CITY HAL
The North Brooklyn Alliance arranged a meeting with Joe Chan, Senior Policy Advisor to Deputy Mayor Doctoroff, along with representatives from DCP, HPD and other city agencies to discuss our concerns about the rezoning. GWAPP presented the Parks and Open Space and Height and Bulk segments of the meeting.

7/27/04 GWAPP MEETING WITH DOT, DCP AND PARKS REGARDING THE HURON STREET END PARK
GWAPP met with Brooklyn Department of Transportation, Brooklyn City Planning, the Parks Department and representatives from the Brooklyn Borough Presidents Office to discuss our plan to build a new street end park at the end of Huron Street in Greenpoint.

7/19/04 GWAPP MEETING WITH THE REGIONAL PLAN ASSOCIATION
GWAPP board members Joe Vance and Christopher Olechowski gave a presentation to the Regional Plan Association, (a non-profit planning group well respected in the Tri-State Area), on the community concerns with the proposed rezoning. RPA requested this briefing prior to their meeting with the NYC Department of City Planning to discuss the proposed rezoning.

7/14/04 CB1 REZONING TASK FORCE MEETING
GWAPP board members and several GWAPP organizations are working on the Rezoning Task Force to push for changes to the City’s plan to benefit our community.

7/14/04 NORTH BROOKLYN ALLIANCE MEETING
GWAPP is a member of the North Brookyn Alliance, a coalition of Community Board 1 organizations formed to educate the community on the rezoning and to advocate for the Community Board 1 proposed changes to it.

7/9/04 NORTH BROOKLYN DEVELOPMENT STUDENT PLANNERS SEMINAR
GWAPP member organization the North Brooklyn Development Corporation sponsored a group of Cornell Planning students for tours and meetings in the neighborhood to discuss planning issues. The NYC Department of City Planning gave their presentation on the rezoning of Greenpoint and Williamsburg; GWAPP presented the community’s concerns and alternate ideas for the rezoning.

6/30/04 NEIGHBORHOOD PRESERVATION CENTER MEETING
GWAPP attended a meeting at the Neighborhood Preservation Center, a non-profit that helps other non-profits learn about support services that are available, promotes connections between non-profits, and provides specific support such as meeting rooms, resource referrals, virtual offices, etc.

GWAPP is a member of the North Brookyn Alliance, a coalition of Community Board 1 organizations formed to educate the community on the rezoning and to advocate for the Community Board 1 proposed changes to it.

GWAPP board members and several GWAPP organizations are working on the Rezoning Task Force to push for changes to the City’s plan to benefit our community.

6/29/04 DEPARTMENT OF CITY PLANNING MEETING WITH CB1 PARKS AND OPEN SPACE SUBCOMMITTEE:
Members of GWAPP participated in a tour of waterfront parks hosted by City Planning to further discuss details of the Waterfront Access Plan that will prescribe what the future waterfront esplanade will look like.

6/29/04 GWAPP QUARTERLY MEETING
This quarterly meeting was dedicated to informing the community about the alternate plan prepared by the CB1 Rezoning Task Force in response to the rezoning proposed by the NYC Department of City Planning.

5/25/04 DEPARTMENT OF CITY PLANNING MEETING WITH CB1 PARKS AND OPEN SPACE SUBCOMMITTEE:
GWAPP attended this meeting to discuss additional details of the land swap proposed in the Parks and Open Space Initiative to expand Barge Park.

5/21/04 NEW YORK CHAPTER/AMERICAN INSTITUTE OF ARCHITECTS: PRESENTATION OF COMMUNITY RESPONSE TO REZONING
GWAPP board members Joe Vance and Laura Hofmann made a presentation to the NYC Chapter of the American Institute of Architects committees on Planning and Urban Design. The NYC Department of City Planning had previously presented their rezoning of our community to this group- we were asked to give a community perspective. We presented the findings to date of the CB1 Rezoning Task Force along with GWAPP’s Parks and Open Space Initiative and Alternate Height and Bulk Study.

5/4/04 CB1 REZONING TASK FORCE MEETING WITH PARK TOWER REALTY
GWAPP attended a meeting with Park Tower Realty, (developers of the Greenpoint Lumber Exchange property: from Green Street to north of Commercial, between West Street and the river), hosted by the CB1 Rezoning Task Force. The purpose of the meeting was to hear the developer discuss their plans for the site and to discuss a land swap to enlarge the existing Barge Park Playground.

GWAPP attended this meeting and presented our Parks and Open Space Initiative information along with the CB1 Rezoning Task Force Parks and Open Space Subcommittee.

3/25/04 MEETING ON BROWNFIELDS FUNDING TO COMMUNITY GROUPS
Several GWAPP board members attended this meeting on how new state legislation can provide funding to community groups in association with the cleanup of specific contaminated waterfront sites.

3/24/04 NORTH BROOKLYN ALLIANCE MEETING
GWAPP is a member of the North Brookyn Alliance, a coalition of Community Board 1 organizations formed to educate the community on the rezoning and to advocate for the Community Board 1 proposed changes to it.

3/18/04 DEPARTMENT OF CITY PLANNING MEETING WITH CB1 HEIGHT AND BULK SUBCOMMITTEE:
GWAPP attended this meeting and presented our Height and Bulk Alternate Study along with the CB1 Rezoning Task Force Height and Bulk Subcommittee.

3/15/04 MUNICIPAL ART SOCIETY TECHNICAL MEETING ON REZONING
GWAPP attended a technical meeting sponsored by the Municipal Arts Society to discuss in more detail the rezoning proposed by the NYC Department of City Planning and to discuss how best to formulate a response or an alternate plan.

3/12/04 EAST RIVER NETWORK MEETING
A sub-group of the Metropolitan Waterfront Alliance, this was a meeting of organizations that specifically deal with the East River. GWAPP discussed our mission as well as our current projects on the waterfront.

3/3/04 CB1 REZONING TASK FORCE MEETING
GWAPP board members and several GWAPP organizations are working on the Rezoning Task Force to push for changes to the City’s plan to benefit our community.

3/2/04 MUNICIPAL ART SOCIETY TECHNICAL MEETING ON REZONING
GWAPP attended a technical meeting sponsored by the Municipal Arts Society to discuss the rezoning proposed by the NYC Department of City Planning and to discuss how best to formulate a response or an alternate plan. GWAPP presented an update on the Parks and Open Space Initiative and the Height/Bulk Alternate Study.

2/23/04 GWAPP MEETING WITH THE CB1 REZONING TASK FORCE HEIGHT AND BULK SUBCOMMITTEE
GWAPP met with the Height and Bulk subcommittee to discuss an alternate Height/Bulk study GWAPP was commissioning to counter the proposal by the NYC Department of City Planning.

EVERY MONTH!!

Every month several GWAPP board members attend regular meetings on behalf of the community- GWAPP Co-chair Christine Holowacz and board member Mike Hofmann attend the monthly meetings of the Newtown Creek Monitoring Committee, (the community oversite group for the 12 year long, 1.2 billion dollar expansion of the sewage treatment plant); the monthly meetings for the Kosciusko Bridge Replacement Project; the weekly meetings of the Greenpoint Williamsburg Waterfront Task Force, (fighting the TGE Power Plant); and the Community Board #1 Rezoning Task Force. In addition to the above, Mike Hofmann attends the regular meetings of the “Save the G Train” group, Green Oaks meetings (he is president), CB#1 Meetings, and MORE!
